By visiting this page you have taken the
first of many steps that will ensure
that you have a safe and secure Event --
and there are many.
The Laws of Saint Lucia provide the
guide for you and the support agencies
to follow. Agencies that you have every
right to expect support from; but if you
don't tell them of your Event how can
they help you? And they want to help
you!!
In the next section you will find some
of the forms needed to apply for the
support you will need. In other cases
you will need to write a letter
requesting assistance. Remember
notifying an agency is only the first
step -- you MUST then find out if you
either have their support or their
permission.
The
Mass Crowd Events Guide
will give you all the information you
need for a safe and successful event,

The list below is just part of the
program.
In November 2008 the Commissioner of
Police declared a new policy for the
Police Force that ANY event attempting
to take place without Security would be
stopped. The Solid Waste Management
Authority can fine you up to
EC$15,000.00 for failing to clean up
after yourself and the Labour
Commissioner can have your foreign
workers arrested if they are working in
Saint Lucia without a work permit or a
CARICOM Single Market [CSM]
Certificate... and these are just a few
examples!

Applications for Hosting an
Event
- Model
Mass Casualty Response Plan
As the organiser of the event
this is your responsibility:
The application is to be submitted
to the Chief Medical Officer,
Ministry of Health. The submission
to be made minimum of three weeks
before event.
- Public Health [License and
Health Certificate]
As the organiser of the event
this is your responsibility:
To be submitted to the Office of the
Chief Environmental Health Officer
Application for hosting such an
event must be forwarded to the
Office of the Chief Environmental
Health Officer at least six weeks
in advance to facilitate thorough
plan review and adequate site
assessment.

Solid Waste Management Plan
As the organiser of the event
this is your responsibility:
To be submitted to the Saint Lucia
Solid Waste Management Authority.
This Waste Management Plan must be
submitted to the Saint Lucia Solid
Waste Management Authority no less
than two weeks prior to the
event.

Application for Permit for Live
and/or Featured Music
[Concerts/Shows/DJ's/Dances etc.]
As the organiser of the event
this is your responsibility:
To be submitted to the Eastern
Caribbean Copyright Organisation
[Formerly HMS].
This application must be submitted
to ECCO no less than two weeks
prior to the event.

Request for Electrical Inspection
As the organiser of the event
this is your responsibility:
This has nothing to do with your
Licensed Electrician. The department
must make sure that all new/
temporary connections are safe.
To be submitted to the Electrical
Department of the Ministry of Works
Submission to be made minimum of
three weeks before event.
- Request for First Aid Support
from:
As the organiser of the event
this is your responsibility:
To be submitted to the Society of
your choice.
Submission to be made minimum of
three weeks before event. The
Societies are sustained by
Volunteers and negotiations must
take place for time off.

Request of Support from District
Disaster Committee[s]
As the organiser of the event
this is your responsibility:
To be submitted to the NEMO
Secretariat for onward forwarding to
the District Disaster Committee
Submission to be made minimum of
six weeks before event. The NEMO
Committees are run by Volunteers and
negotiations must take place for
time off.

Working in Saint Lucia
As the organiser of the event this
is your responsibility:
- If you are employing persons
from a CSM State ensure that
their Ministry of Foreign
Affairs has issued them with the
CARICOM Skills Recognition
Certificate that will
confer on them the right to work
in Saint Lucia.
- If you are employing persons
from a NON CSM State ensure that
you obtain a
work permit for them
from the Labour Department.
- Submission to be made to the
Labour Department minimum of
two weeks before the event.

Liquor License
As the organiser of the event this
is your responsibility:
If you intend to have alcohol at
your event you will need a license
from the District Court in either
Castries, Vieux Fort or Soufriere.

Further Support
As the organiser of the event this
is your responsibility:
For these agencies you will need to
write a letter requesting
assistance. Remember notifying an
agency is only the first step -- you
MUST then find out if you either
have their support or their
permission.
- Model
Venue Evacuation Plan
This is the responsibility of the
owner of the venue.
As the event planner it is your
responsibility to get a copy from
the person you are hiring the venue
from. Once you have obtained the
copy you and your planning team and
your staff MUST become familiar with
the plan.
The plan MUST have been
approved by the Chief Fire Officer.

Application to erect a
temporary tent.
This is the responsibility of the
event planner.
As the event planner it is your
responsibility to get planning
permission for any temporary
construction e.g. a Tent.
NOTE: You may be required to provide
the Ministry with evidence of
electrical compliance from the
Electrical Department of the
Ministry of Works.
Request for Electrical Inspection
The plan
MUST
be approved by the Chief Planning
Officer at the Ministry of Physical
Development.

Application Form For Permit For
Beach Use
This is the responsibility of the
event planner.
Application Forms must be submitted
in duplicate to the Office of the
National Conservation Authority at
least two weeks prior to the hosting
of the Event to allow sufficient
time for processing.
NOTE: You may be required to comply
with the Saint Lucia Solid Waste
Management Authority’s Policy for
Mass Crowd Events by presenting a
Garbage Disposal Plan.

WHAT IS A MASS CROWD EVENT?
Mass Crowd Events can be classified as
follows:
- Entertainment: Sportive, musical,
commemorative or tourist events. Those events held
with the intention of celebrating some important
dates, sportive events, music or folklore festivals,
etc: sport matches, (Cricket, football, others),
sailboat regattas, Jounen Kweyol, calypso contests,
LUCELEC Line-man Rodeo, Carnivals, and Beauty
Pageants etc.
- Social/Political: Those that have a
social or a political cause and/or intend to show
satisfaction or dissatisfaction with specific
political decisions or social situations, political
parties, elections results, price raising, etc.,
through political meetings and/or demonstrations,
block-o-rama, Diplomatic Conferences etc.
- Religious: Those that have a religious
purpose such as worship, rallies, crusades,
festivals, weddings, pilgrimages, processions,
funerals, etc.
- Educational: These are event organised
for / by schools or Education Authorities or by
Students. Events such as Athletic Meets, Rallies,
Debating Competitions, Interschool Calypso, SMC
TalFest etc.
