CV of Commissioner to the Inquiry |
September 25, 1997 - In pursuance of Government's decision to inquire into certain allegations of impropriety and illegality, which have allegedly occurred in the Public Service, government determined to have appointed as Commissioner a person with the necessary public service experience and judicial experience. In this regard retired judge Ms. Monica Joseph C.B.E. was appointed. Commissioner Monica Joseph joined the Public Service at a young age working in various capacities in a member of departments, including the Education Department, Audit Department, the Office of the Governor of the Windward Islands, the Office of the Chief Minister and the Registry of the Supreme Court. The period of service was interrupted in 1963 when upon obtaining study leave she proceeded to the United Kingdom and was called to the Bar at the Honourable Society of Lincoln's Inn in November 1966. From 1972 to 1982, Ms. Joseph worked in the Public Legal Service in St. Vincent and the Grenadines moving from Legal Assistant to Solicitor General and Acting Director of Public Prosecutions. In 1982 she was appointed a Judge of the Organization of Eastern Caribbean States Supreme Court in Grenada a position she held until January 1996. During that period she frequently sat as a Judge of Appeal to the OECS Court of Appeal in which capacity she sat on civil and criminal cases from throughout the sub-region. Since leaving the bench Ms. Joseph has been appointed Deputy Governor General in Grenada for a period in 1996 and in June this year received the award of Commander of the Most Excellent Order of the British Empire (CBE). |
