August 2, 1997 - Prime Minister, Hon. Dr. Kenny Anthony is pleased to announce the appointment of Mr. Ernest Hiliare to the position of Administrative Attaché to the Prime Minister. The appointment is effective Friday August 1, 1997. Mr. Hiliare is a graduate of the Cave Hill Campus of the University of the West Indies where he completed a Bachelor of Science degrees, with a double major in Political Science and Sociology. He created history in the process, by becoming the first ever student to obtain First Class honours in the programme. According to Dr. Neville Duncan, Senior Lecturer of the Facility of Science, "Mr. Hiliare is easily the best student ever to have emerged from the Department of Government, Sociology and Social Work. He has a superb intellect. Each course he has studied, each essay he he presented and each bit of research has been highlighted by a commitment to relevance and utility. I rank Mr. Hiliare as an exceptional scholar." In 1995, Mr. Hiliare competed his Master of Philosophy degree, with a Distinction, in International Relations with Darwin College, Cambridge University. For his thesis, he researched the topic, "International Relations and Sovereignty : State, Society and Foreign Policy in Saint Lucia." Presently, Mr. Hiliare is a Doctoral candidate in Political Science, with the University of the West Indies, Cave Hill Campus. A former president of the Caribbean Federation of Youth, Mr. Hiliare is no stranger to the Public Service, having served as a Foreign Service Cadet in the Ministry of Foreign Affairs and Home Affairs. |
