Government provides additional assistance to vulnerable |

Thursday 21 April 2011 – Government has made a commitment within the 2011/2012 financial year to reform the current Public Assistance Programme. The aim is to raise the living standards of the country's most vulnerable. Prime Minister and Minister for Finance Hon. Stephenson King made that disclosure during his presentation of this year's estimates of revenue and expenditure.
“This reform will include the following elements: 1. Adoption of Proxy Means Testing, as a more scientific and efficient means of targeting the poor for assistance. 2. Design and Implementation of a web-based Management Information System (MIS) that would reduce duplication among social assistance agencies in the administration of public assistance, provide for enhanced management of beneficiary information and improved efficiency overall. 3. Formulation and Adoption of a strategy for graduating beneficiaries off public assistance and breaking the moral hazard of over dependence on government.”
In addition, the government will establish a conditional cash transfer system, which will be dependent upon the involvement of beneficiaries and their children in the capacity building programme. The aim is to break inter-generational poverty. |
