Wednesday, April 27, 2011– The efficient functioning of the OECS judicial system is the focus of a two-day training workshop for bailiffs of Antigua & Barbuda, St. Vincent and the Grenadines and Saint Lucia. The training, which emanated from a study conducted a few years ago by the Eastern Caribbean Supreme Court is being held in Saint Lucia. Chairperson of the Judicial Education Institute is Hon. Justice Louise Blenman, says bailiffs play a very important role in the justice system and the administration of justice.
“There were some areas of concern in which for example there was not a written set of documents or rules to guide the bailiffs and we felt that there was a need to make these principles very uniform and have uniformed guide lines which would guide bailiffs throughout the entire OECS countries.”
The Judicial Education Institute is the training arm of the Eastern Caribbean Supreme Court which provides continuous legal training to court officials including judges and magistrates.
“Ultimately the Judicial Education Institute and its management committee hopes to sensitize the bailiffs as to the relevant laws that are applicable in the performance of their functions. Importantly, we intend to have a manual created which would guide them in the execution of their duties all of this is done under the guidance of our chief justice his Lordship, Hon. Hugh Rawlins.”
Thus far bailiff orientation exercises have been undertaken within other OECS territories. The hope is that all member states of the Eastern Caribbean Supreme Court would undergo the harmonized training programme. |
