Thursday, October 8, 2009 The Government of St. Lucia informs the public of the appointment of Justice Suzie D’Auvergne as Chairperson of the Rehabilitation of Offenders Board. This appointment was effected by the Cabinet of Ministers through Cabinet Conclusion No. 724(c) of July 9th, 2009. Justice D’Auvergne’s appointment comes as a replacement to the incumbent Chairman Mr. Michael Gordon, who resigned as Chairman of the Board upon his assuming office as a Justice of Appeal.

 

The Rehabilitation of Offenders Board is a provision of Act No. 2 of 2004, i.e. Criminal Records (Rehabilitation of Offenders) Act. The Act was however operationalized through Cabinet Conclusion No. 646 of 2nd August, 2007. This conclusion provided for the appointment of a Rehabilitation of Offenders Board for a three year period effective September 1st, 2007.

 

The current Board’s tenure expires on August 31st, 2010 and comprises a membership of five that includes:

                   -  Justice Suzie D’Auvergne    -  Chairperson.

                   -  Mr. Robert Innocent   -  Magistrate.

                   -  Mrs. Lucy Myers    -  Chief Probation Officer.

                   -  Ms. Clementia Eugene    -  Director, Human Services.

                   -  Mr. Vernon Francios    -  Assistant Police Commissioner.

 

The functions of the board are:

  1. to receive and consider applications by any rehabilitated person, for expungement from the records of spent convictions and to grant or reject such applications.
     

  2. To consider any representation made to it by or on behalf of a person who has applied to the Board for the expungement from the records of a spent conviction.
