Tuesday, June 10, 2008 –  The need for structures to oversee the development of the construction sector is articulated by many regional commentators. However there is no single body in place. There are regulations in place governing the professional practice in engineering and architecture in Jamaica, Trinidad, Barbados, Dominica and Saint Lucia. However these bodies are restricted to regulating the professions and not the overall development of the professions and the wider construction sector.

 

There are also associations of various stakeholders, groups which are mainly advocacy groups but within recent times they have been experiencing declining membership. Jamaica and Trinidad have in place two functioning national training agencies whose mission is to develop a competitive work force through human resource development. The organisations are the HEART Trust and the National Training Agency, respectively. The approach is to develop occupational standards, training and certification for both the public and private sectors as the medium for improving competitiveness.

 

This initiative is a direct spin off from the Construction Industry Standardization, Training and Certification Project (CIP) currently being executed by the Ministry of Physical Development, Environment and Housing. The CIP, a CIDA-CPEC[1] and Government of St. Lucia funded project, was implemented to enhance performance in the industry and to improve the industry’s local, regional and international competitiveness.

 

The NCLA will assume responsibility for ensuring the ordered and sustainable development of the construction industry in preparation for the challenges of globalization. Through the process of collective engagement, the NCLA will provide technical assistance and facilitation services to its membership, in much the same fashion as the St. Lucia Hotel and Tourism Association and the St. Lucia Chamber of Commerce, Industry and Agriculture. This process would be facilitated by the bringing together of construction sector professionals, consumers, the private and public sectors to create the enabling environment within which the construction sector will operate.

 

On Tuesday June 10th, 2008, the Government Information Service will allow the public to share their opinions and provide suggestions to officials of the Ministry of Housing.  The ninety minute live call in television programme “Nationbeat” will be aired from 8:pm.
