Monday,  April 21, 2008 –  The Ninth Meeting of the CARICOM Standing Committees of Commissioners of Police and Military Chiefs was held at the Marriott Resort, St. Kitts and Nevis on 17-18 April 2008. During this Meeting, Mr. Henry Greene, Commissioner of Police, Guyana and Col. Alvin Quintyne, Chief of Staff, Barbados assumed the position of Chairs of the respective Standing Committees for the period 2008-2009.

 

The objective of the Meeting was to consider the decisions of the Thirteenth Special Meeting of the Conference of Heads of Government which focused on Crime and Security and to discuss the mechanisms to be utilized to implement the Action Plan, agreed to by Heads of Government. During the opening session, delegates were welcomed by Mr. Austin Williams, Commissioner of Police, St. Kitts and Nevis and addressed briefly by Lynne Anne Williams, Executive Director, CARICOM IMPACS, who contextualized the meeting.

 

In attendance were Commissioners of Police and Military Chiefs from Antigua and Barbuda, The Bahamas, Barbados, Guyana, Montserrat, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago. Delegates also included Directors and other Senior Officers of the CARICOM Secretariat, the CARICOM Implementation Agency for Crime and Security (IMPACS), the Joint Regional Communications Centre (JRCC) and the Regional Intelligence Fusion Centre (RIFC).

 

The Meeting addressed the continued efforts on the development of a Regional Crime and Security Strategy, the implementation of the Regional Investigation Management System (RIMS) and the Regional Integrated Ballistics Information Network (RIBIN). Other issues addressed included increased capability and co-ordination among law enforcement agencies, use of available technology in detection, deterrence and seizure of illegal drugs, comprehensive crime scene management including the use of DNA, the establishment of counter-kidnapping units and training of personnel in homicide and gang investigations. The Regional Justice Protection Programme was also addressed and the Standing Committees have committed to continue work to ensure full development of the Programme.

 

The operational elements discussed during this Meeting will be presented at the Sixth Meeting of the Council of Ministers responsible for National Security and Law Enforcement.
