Monday, February 26, 2007 – Chairman of the OECS Authority, Prime
Minister of Antigua and Barbuda, Honourable Baldwin Spencer says jurisprudence
in the sub- region is in a very healthy state.
The Prime Minister, addressing concerns regarding the imminent appointment of an
OECS Chief Justice, says even though the appointment falls in the hands of OECS
Heads of Government, it involves an open process.
“The Judicial and Legal Services Commission appoints judges of the Supreme Court
of the OECS. The only position that the political directorate has is in the area
of the Chief Justice and it is done within context. We don't just get up one day
and say we want John Tom or we want Joe Doe to sit; there is a process.”
He says the process for the appointment of a Chief Justice is currently ongoing
in a transparent and above board manner.
“The whole matter is discussed, we receive briefings and recommendations from a
whole range of stakeholders, including bar associations. We then seek to bring
to bear our own perspective on the matter, as leaders.”
Uppermost, says Honourable Spencer, is that the Heads have the obligation to
uphold justice and ensure that the best personnel are functioning in those
critical areas of Caribbean society.
