Tuesday,  August 21, 2007 –  The  Oil Refinery Amendment Bill of 2007 went through all its stages and was adopted at the sitting of the House of Parliament on  August, 16th, 2007.

 

Acting Prime Minister Honourable Stephenson King described the Act as the “Second Schedule” and provided  a historical background to the original or “First Schedule” which was signed between the government of Saint Lucia and HESS Oil Corporation in 1997.

 

The Act  facilitates  the possible construction of a Refinery in Saint Lucia by HESS.  In other words, the first agreement which was signed provided a 50 year period for Hess  to do all the things that they indicated that they were willing to do. However considering the situation of '93, HESS  is now saying that we are ready to consider  the construction of the refinery but we need some additional time and so we are asking for another 50 year period and in addition 25 year extensions whenever that is required.”

 

The Acting Prime Minister says  the construction of the refinery will be substantial to both the state and the economy.. The Refinery will be constructed in the Cul De Sac Valley in the same vicinity as HESS Oil.

 

“ The HESS Corporation at this time owns certain portions of  land in the Cul De Sac Valley but if they are to proceed to  the construction of the Oil refinery they will need a lot more space than what they now occupy. The government of Saint Lucia owns quite a  bit of land around the existing facility and so this agreement provides for the government now to offer to HESS some 196 acres of land adjacent to the  existing site to allow for the commencement and the construction of the oil refinery.”

     

The signing of the new agreement took place on July, 24th, 2007.
