Wednesday, September 08, 2004 – In an effort to provide impetus to the
Agricultural Diversification Programme and give effect to a policy statement
made by the Prime Minister in his 2004 Budget Statement, the Government of Saint
Lucia has appointed Mr. Julius Polius, acting Permanent Secretary in the
Ministry of Agriculture, Forestry and Fisheries, as Executive Director of the
newly created Agricultural Diversification Agency. This Agency will be a
public-private sector partnership that will seek to catalyze the further
development of the agricultural sector through the implementation of strategic
interventions under the European Union-funded Agricultural Diversification
Programme.
This in turn will allow the Ministry of Agriculture, Forestry and Fisheries to
function increasingly in a regulatory and supervisory capacity. The Agricultural
Diversification Agency (ADA) will be financed via grant funding under the STABEX
and SFA European Union Programmes, and the offices will be located in Green’s
Building, Barnard Hill, Castries.
As a result of Mr. Polius’ appointment, Mr. Martin Satney, has been appointed
Permanent Secretary in the Ministry of Agriculture, Forestry and Fisheries. Mrs.
Marcia Philbert-Jules will assume the position of Permanent Secretary in the
Ministry of Physical Development, Environment and Housing, and Mrs. Jacinta De
Myers-St. Helen has been appointed Permanent Secretary in the Ministry of Home
Affairs and Internal Security. Mrs. De Myers-St. Helen’s former position of
Permanent Secretary in the Ministry of Social Transformation, Culture and Local
Government will be occupied by Ms. Thecla Augustin, former Permanent Secretary
in the Ministry of Communications, Works, Transport and Public Utilities.
Mr. Jerome Jules, Deputy Permanent Secretary in the Ministry of Communications,
Works, Transport and Public Utilities has been appointed to act Permanent
Secretary in that Ministry. Additionally, Mr. Cyrus Reynolds, former Deputy
Permanent Secretary in the Ministry of Labour Relations, Public Service and
Cooperatives has been transferred to the position of Deputy Permanent Secretary
in the Ministry of Commerce, Investment and Consumer Affairs, while Mrs. Allison
Jean, the former acting Deputy Permanent Secretary in the Ministry of Commerce,
Investment and Consumer Affairs has been appointed Deputy Permanent Secretary in
the Ministry of Labour Relations, Public Service and Cooperatives.
Mr. Ezra Jn Baptiste, Deputy Permanent Secretary in the Ministry of Social
Transformation, Culture and Local Government has been transferred to the
position of Deputy Permanent Secretary in the Ministry of Health, Human
Services, Family Affairs and Gender Relations, while Mr. John Husbands, former
Deputy Permanent Secretary in the Ministry of Health, Human Services, Family
Affairs and Gender Relations, has been transferred to the position of Deputy
Permanent Secretary in the Ministry of Social Transformation, Culture and Local
Government.
All of the above appointments and transfers took effect on Wednesday 1st
September, 2004.
