Monday, October 25, 2004 – Below is a profile of the new Attorney General
and Minister of Justice, Senator Victor Philip La Corbiničre:
“Victor Philip La Corbiničre was born in Saint Lucia and received his early
education at the St Aloysius Roman Catholic Boys School and St Mary’s College.
He is the son of the late Dr Karl George Donald La Corbiničre, former Minister
of Trade and Industry in Saint Lucia and former Deputy Prime Minister of the
West Indies Federation and Mrs. Camilla La Corbiničre. Mr. La Corbiničre taught
at St Mary’s College before pursuing studies at the University of the West
Indies (Cave Hill Campus). He is a graduate of that University, holding a
Bachelor of Arts Degree with Honours (BA Hons) and a Bachelor of Laws Degree
with Honours (LLB Hons). In 1986 he graduated from the Sir Hugh Wooding Law
School and in the same year was called to the Bar in Saint Lucia. In 1989 he
attended the Institute of Advanced Legal Studies, the University of London,
where he completed a high level Government Legal Advisor’s Course.
“Mr La Corbiničre was a partner in the Law Firm of Husbands, Hinkson and La
Corbiničre, during which time he practiced both Civil and Criminal Law. He also
worked briefly with the OECS as a Legal Officer and in 1997 returned to the
Secretariat to take up the position of Legal Counsel. During his recent tenure
at the OECS Secretariat he is credited with the establishment of an efficient
Legal Unit. With support from the Member States and other International
Agencies, the Unit moved from a compliment of one to six professional staff,
covering critical areas of specialisation. A Legislative Drafting Department was
also set up and through his efforts a comprehensive OECS Law Reform Programme
was established, which is being implemented by the OECS. Mr. La Corbiničre has
also made an important contribution to the Judicial and Legal Reform Efforts in
the OECS, including the ongoing reforms in respect of Family Law. He also
chaired the Technical Legal Committee, which provided support to the
negotiations in respect of the liberalisation of Telecommunications in the OECS.
Mr. La Corbiničre played a major role in the conceptualising and drafting of new
Telecommunications Laws in the OECS and in the establishment of the Eastern
Caribbean Telecommunications Authority (ECTEL).
“Finally, Mr. La Corbiničre has served on a number of bodies including the
Disciplinary Committee of the Saint Lucia Bar Association and he is former
Country Representative (Saint Lucia) of the International Bar Association. He is
also a former Saint Lucia Scout Commissioner and former member of the Saint
Lucia Cadet Corps. He is co-author of ‘Environmental Laws of the Commonwealth
Caribbean: Analysis and Needs Assessment’, published by the Caribbean Law
Institute.”
