Friday, June 25, 2004 - The National Emergency Management Office (NEMO),
in collaboration with the United States Agency for International Development
Office of Foreign Disaster hosted a workshop which began on Tuesday June 22,
2004.
Consultant to the workshop Allan Ross says the workshop on Damage Assessment and
Needs Analysis (DANA) is the pilot development of a course, which the agencies
have been conducting over the past four months in various islands.
“Using real participants here in St. Lucia, we will be able to fine-tune this
course and have it ready for delivery in the Caribbean within three months.
Secondly by bringing the course here, we were able to identify some of the
participants who will go on to be instructors here in St. Lucia. This means that
as far as DANA instructing is concerned, St. Lucia would be self sufficient;
they would not have to rely on instructors coming from some of the other
islands,” Mr. Ross said.
He informed that an Initial Damage Assessment (IDA) workshop will follow in
August. “Initial damage assessment is a complimentary course, where as DANA is
very much an umbrella course. It talks about having skills that you need for
assessment as well as needs analysis. IDA Initial damage assessment is a very
specific tool. Through that course, we can give people the skills at community
level to go out and make an assessment of damage on a very specific building,”
he said.
Upon completion of the training courses, participants will become certified
instructors, and will be called upon by NEMO, as the thrust to have trained
volunteers continue.
