Tuesday, December 7, 2004 - The Government of Saint Lucia through the Ministry of Communications, Works, Transport and Public Utilities wishes to inform motorists utilizing the East Coast Road that every effort is being made to address their concerns.

The Ministry has recognized the dire need to rehabilitate the East Coast Road, as it has outlived its estimated life expectancy. The Ministry had a proposal for long-term reconstruction and rehabilitation works on the East Coast Road under the Road development Programme.

However, the recent rains have accelerated the deterioration of the roadway. This has made it necessary to implement both short term and medium term solutions, ahead of the long-term capital-intensive solutions. Routine Condition Assessments have proven that specific sections of the highway must be given immediate attention.

The Ministry is currently negotiating to outsource the maintenance of the road in an effort to address the concerns of road users. The plan, which is proposed to become effective later this month, will be conducted in three phases.

In the first phase, there will be short term remedial works to improve the road between Castries and Praslin. This is scheduled to commence on December 8, 2004 by C 0 Williams Construction Company Limited. Also, potholing by the Ministry’s potholing crew will be done between Praslin and Vieux Fort.

The second, medium term measures for improvement are slated for January 2005, along the Grande Rivierre to Fond D’or section of the East Coast Road.

The third phase long term measures for rehabilitation are scheduled to commence in May, 2005.

Notwithstanding, the ministry is cognizant of the fact that motorists are disheartened by the deterioration of the East Coast Road. However, negotiations are ongoing with a view to rehabilitating the highway.

The Ministry, in its commitment to provide continued improvement to our road network, extends its sincere apology for the inconvenience.
