The Governments of Saint Lucia and the Federal Democratic Republic of
Ethiopia have established formal diplomatic relations with effect from August
3rd 2004.
At a ceremony held at the offices of St. Lucia’s Permanent Mission to the United
Nations, the two countries signed an Agreement on the Establishment of
Diplomatic Relations, committing themselves to “strengthening relations between
the two countries and developing bilateral cooperation in different fields of
mutual concern”, on the basis of an interest in developing relations between the
two countries and their peoples.
The countries confirmed that the new relationship would be guided by the
principles of the of the United Nations Charter and the Vienna Convention on
Diplomatic Relations, and would be pursued on the basis of equality,
sovereignty, independence, territorial integrity, and non-interference in each
other’s internal affairs.

The Agreement was signed on behalf of St. Lucia by H.E. Mr. Anthony Severin,
Ambassador and Permanent Representative to the United Nations, and for the
Federal Democratic Republic of Ethiopia, by its Ambassador and Acting Permanent
Representative to the United Nations, H.E. Mr. Teruneh Zenna.
In signing the Agreement, the representative of Ethiopia congratulated the
Government of St. Lucia for taking the initiative in pursuing the establishment
of diplomatic relations, and observed that although separated by great distance,
the people of St. Lucia and Ethiopia shared much that was common.
For his part, St. Lucia’s representative noted that the initiative was the
logical outcome of St. Lucia’s desire to promote peace and friendship, develop
cultural ties, and strengthen economic and technical cooperation with members of
the United Nations family. He also noted that a significant segment of St.
Lucia’s population already had strong emotional ties with Ethiopia, a factor
which would help in strengthening the new relationship between the two
countries.
