Tuesday, April 15, 2003 - Tackling the vexing issue of parking within the
city circuit has been placed high on the priorities of the Transport Department.
Minister for Communications and Works, Honourable Felix Finisterre has indicated
that several recommendations for addressing the parking problem coming from a
study undertaken by the Agence Francais de Developpment (AFD) will be
implemented under the new financial year.
Minister Finisterre explained that the putting in place of mechanisms to
implement the recommendations begun last year, with the passing of a new traffic
act that makes provision for the setting up of a paid parking authority. A vital
component will be the construction of two main bus terminals in the city of
Castries.
“The vision that we have is not to be a burden on the state but rather as you
put your parking meters, as you put in place your new parking wardens and the
like and get the fines being paid, the two parking terminals will represent an
investment by the Castries Parking Authority which shall be self financing based
on the dues and what people pay, said Finisterre. He indicated that there is
also a plan to take the bus terminals out of the city centre and instead place
them on the outskirts of the city.
The Ministry of Communications, Works, Transport and Public Utilities he said
would be addressing the indiscriminate parking of heavy duty trailer vehicles
along main thoroughfares. The Ministry has already begun discussions with a
national agency which has control and ownership of lands, for the development a
trailer park.
