June 27, 2003 – In order to meet the mandate of having
Saint Lucia prepared for any disaster that may occur the Office of the National
Emergency Management Organisation (NEMO) is preparing for the hosting of a
National Consultation on Hazard Mitigation scheduled for September 4th 2003.
Two documents on Hazard Mitigation shall be circulated. The first is the Draft
National Mitigation Plan. First presented for comment in 1996; work slowed then
stopped due the lack of human resources to take the vital process forward. Under
the Emergency Recovery and Disaster Management Project funded by a loan from the
World Bank, NEMO has been working with a consultant to complete the plan.
The second aspect to the consultation is the National Mitigation Policy.
Thorough the Caribbean Hazard Mitigation Capacity Building Programme (CHAMP)
being coordinated by the Coordinating Unit of the Caribbean Disaster Emergency
Response Agency (CDERA/CU) in collaboration with the Caribbean Development
Bank’s Disaster Mitigation Facility for the Caribbean, NEMO will present the
Draft Mitigation Hazard Mitigation Policy. Together with a Policy Development
Committee (PDC), comprising a number of agencies NEMO has been working with a
consultant to prepare this document.
On September 4th as many interested parties as possible shall meet to provide
comment on the Policy. Comments on the Plan may be sent into the Office of NEMO
at the Red Cross Building in Castries. Written submission should be in by close
of day on Friday, August 30th to allow for collation for the September 4th
Consultation.
Though both documents shall be available on the Government of Saint Lucia web
site presently only the Draft Plan is available for download at
/documents/docs.htm.
