Friday, February 23, 2001 – The Government of Saint Lucia is pleased with the outcome of the recent talks between the Organisation of Eastern Caribbean States (OECS) and Cable & Wireless on the liberalisation of telecommunications in the sub-region. That’s the word from Senator Calixte George, St. Lucia’s Minister for Communications, Works, Transport & Public Utilities.

According to Minister George, at the much-anticipated meeting held in St. Kitts on February 21, 2001, Cable & Wireless finally agreed to a number of the proposals previously put forward by the OECS. These include the liberalisation of the telecommunications sector come April 01, 2001, a phased approach to the process, and the establishment of an independent regulatory body.

The meeting also agreed to make every effort to resolve all outstanding legal issues, to establish a joint working group to examine the details of the process, and for a follow up meeting to be held in Grenada next week to look at the shortest possible practical time frame for full liberalisation of the sector.

Senator George says the Government of Saint Lucia welcomes the change of Cable & Wireless’ attitude towards the negotiations and looks forward to the speedy resolution of the outstanding issues. He believes that the favourable outcome of the St. Kitts meeting has created the environment for that to happen.

The OECS’ negotiating team at the meeting St. Kitts was led by the Chairman of the OECS Authority, Prime Minister Honourable Dr. Keith Mitchell of Grenada. St. Lucia’s representatives at the meeting were Senator Calixte George and Attorney General Senator Petrus Compton.
