Planning,
Housing and Development Minister the Honourable Dr. Francois has signalled his
intention to take to the St. Lucia House of Assembly shortly, a Planning and
Development bill that he says will radically alter construction activities on
the island. Dr. Francois spoke earlier this week during a tour of the Carellie
relocation site, where scores of former Black Mallet and Maynard hill residents
will be resettled. He
said, “This will show the kind of planning and thinking that’s required when
we are putting down sub-divisions so that we do not have disasters like what
happened at Black Mallet and Maynard Hill, like the houses that we have noticed
that are moving from side to side and like what happened at Boguis. We have to
take building in this country more seriously.” The
Bill, Francois says will examine building codes, appropriate standards for
sub-divisions and the like and will allow building agencies an opportunity to
get a proper assessment of what is happening on the ground. In recent years there have been at least three major land movement problems in different parts of the island which, according to experts, have been caused by poor development planning.
