Cabinet Approves Recommendations for Treatment of Former Heads of State and Government

May 28, 2001 - Cabinet has accepted the recommendations of a special committee appointed to consider treatment of former Heads of State and Government who are no longer involved in party politics.

            Cabinet had several months ago appointed the special committee, under the Chairmanship of former Cabinet Secretary Mr. Victor Girard, to consider exactly what treatment should be meted out to former Chief Ministers, Prime Ministers and Governors General, in recognition of their service to the nation.

            The committee has since submitted its recommendations, which were considered and approved by Cabinet in March of this year. Cabinet also approved that a booklet be produced by the Government Information Service (GIS) to inform the public of the privileges that shall now be accorded to former Heads of State and Government, and their spouses.

            Among the privileges to be afforded former Heads of State and Government are: the retention or offer of a diplomatic passport, special vehicle number plates, invitations to government functions, recognition by Masters of Ceremonies at all Government functions and access to VIP lounges at the air and sea ports when leaving or returning to the state.

            In addition, former Heads of State or Government shall be saluted by police personnel and, if required and requested, shall be given a personal, plain-clothes bodyguard for 12 months immediately after demitting office; and either a plain clothes or uniformed police officer at his or her residence for up to 18 months after demitting office.

            The offer of a State Funeral shall also be made to the family of a deceased former Head of State or Government.

            The same protocol courtesies extended to former Heads of State or Government shall be enjoyed by their Spouses, whether accompanied or not; and widows shall be accorded similar courtesies that would have been extended to their deceased spouses.

            The same courtesies shall also be extended to the spouse of the serving Head of State or Government when included in State or Official Government delegations overseas or when assigned a task abroad in their capacity as a spouse and on the basis of acknowledged skills or capabilities.

            All the approved courtesies shall apply only to former Heads of State and Government who are no longer involved in party politics and such privileges to which they are entitled shall cease to exist if and whenever they declare their candidature for general elections.

            Cabinet has also set the date of February 22, 2002 for the implementation of the recommendations.
