Project Implementation Workshop Ends Successfully

Friday, September 29, 2000 - A three-week project implementation workshop put on jointly by the Government of St. Lucia and the Caribbean Development Bank came to a successful end on Friday at the Bay Gardens Hotel. The workshop, which was aimed at increasing the rate at which governmental projects are implemented, was deemed an unqualified success by the facilitator, Herman Grant of the Caribbean Development Bank, who was very impressed with the level of participation and enthusiasm. He said that “… people worked very hard…and in terms of understanding all the techniques etc. and working in groups, I thought it was fantastic”.

 

Mr. Grant hoped that participants did not see the workshop as an academic exercise but that they would use the project management strategies they have learned to improve productivity in the work environment. In fact, he said, the Caribbean Development Bank would be returning soon to monitor how well the participants have incorporated their new knowledge into the workplace. This monitoring exercise would help the bank to evaluate the programme and its effectiveness in changing workers’ attitudes and performance.

 

There were twenty-eight participants drawn from government ministries, statutory bodies and the private sector. From the participants’ perspective, the workshop was a worthwhile activity and they felt that more time to explore all the issues would have been welcome. Budget Analyst in the Ministry of Finance and Economic Affairs, Nicole Jn. Jacques felt that the workshop has helped her to understand how to prevent the creation of ‘white elephants’; while Economics and Promotions Officer at the St. Lucia Air and Seaports Authority, Hamilton Stephen, appreciated that the workshop brought together people from the various sectors and encouraged a team approach to project implementation.
