Poverty Reduction Fund in Dialogue with Stakeholders |
Wednesday, November 29, 2000 - Government’s Poverty Reduction Fund is heading south on December 6, for the second and final consultation with key stakeholders. The venue is the Morne Coubaril Estate, Soufriere. The two-year-old PRF, which so far has spent just under $3.5 million on over 70 various community projects, held the first consultation last Wednesday with representatives of donor agencies, non-governmental organizations and community groups at the NIS Building on the Castries Waterfront. Specifically, the PRF is presenting its Draft Operations Manual for discussion with a view to receiving feedback. In addition, it is seeking to promote awareness of its new project cycle and delivery system through which aid is channeled in the fight against poverty. Speaking at the first consultation, Minister of Community Development, Hon. Damian Greaves, said the PDF’s strategy emphasizes empowering the poor by providing such persons with the tools and mechanisms to lift themselves out of poverty. "This strategy distinguishes itself from approaches that would perpetuate dependence and which would provide only short-term remedies to the challenges facing the poor and indigent in St. Lucia," Minister Greaves said. He added: " Neither our internal capabilities nor the external environment can sustain a poverty reduction strategy that is synonymous with dependence and mendicancy. Our strategy must be inextricably linked with the development of the whole person, the whole community and the whole country." The Poverty Reduction Fund has two major funding sources – the European Union and the World Bank. The World Bank has officially expressed satisfaction with the PRF’s work. |
