British Fund Training Programme for Caribbean Prison Managers |
Contact: Rose Marie Harris Wednesday, November 01, 2000 – With the island’s new prison facility coming on stream shortly, prison managers are saying welcome to a British Funded Training Progamme, which will afford the law men, and women exposure in addressing the growing calls for improved conditions in the island’s prisons. The programme, under the banner of "Positive Partnership, Positive Prisons" will discuss respect for prisoners, human rights, alternatives to custodial sentences and more training for prison managers. "With the construction of the new prison we hope to expose prison officers to as much modern training as possible. For example the training of trainees, as presently there is a great emphasis on rehabilitation and reform of the prison system. Such training would help professionalise the job of the prison officer," says Superintendent of Prisons, Victor Pierre. The first course, which opened on October 30, will see twenty middle ranking prison officers participating, including two Saint Lucians, Assistant Chief Prison Officer Clive Jules and Prison Officer III, Godfrey Julian. These courses will be followed by five one day workshops for Commissioners, Superintendents and other senior prison officers as well as personnel from agencies involved in penal reform. In all more than sixty prison managers and seventy-five prison governors and other personnel from eighteen independent and British Overseas Territories will be trained. Ten participants from Saint Lucia will be involved in this component of the training programme. "This is a workshop which entails the formulation of penal policy which is one way of raising the awareness and understanding of the formulation of policies for good management and high professional standards within the penal system," Pierre said. The training project is funded by the British Government with the support of the Caribbean Correctional Association. It is anticipated that at the end of this training project, the professional image of the region’s prison staff and the management of the prisons will be greatly enhanced. |
