June 18, 1998 - Senior policy makers responsible for decentralizing government, local government and citizen participation issues, have been drawn together for a two day workshop in Jamaica, dubbed Local Government, Communitarianism and the Citizen.

Christopher Thomas, Assistant Secretary General of the Organization of American States (OAS), says "democracy will not survive and cannot be enhanced without effective participation of civil society.  That participation," he added, "must be founded on principles of justice for future development of communities as a whole."

The workshop is especially important because of the diverse experiences, the different approaches and different pace of reform in the region.
