Wednesday 8 December 2010  Saint Lucia is represented by an eight (8) member delegation at the 16th Conference of Parties of the United Nations Framework Convention on Climate Change and the 6th Session of the Conference of Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP). The overall conference agenda will cover a twelve (12) day period, November 29th to December 10th, 2010.

The conference encompasses a number of parallel meetings which includes: the Thirty-third session of the Subsidary Body for Implementation (SBI); the Thirty-third session of the Subsidiary Body for Scientific and Technological Advice (SBSTA); the Fifteenth session of the Ad Hoc Working Group of the Kyoto Protocol (AWG-KP); and the Thirteenth session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA). Members of the Saint Lucia delegation including officers of the Sustainable Development Unit of the Ministry of Planning and the Environment travelled ahead of the full delegation to participate in some of the parallel sessions.

Saint Lucia’s Prime Minister who was scheduled to participate in the High Level Segment of COP 16 had to cancel his travel arrangements on account of his preoccupation with disaster recovery efforts and national security matters.

The SIDS and AOSIS Countries attending this year’s UN Climate Change Convention are focused on the expectation that the COP 16th conference will begin the process towards the formulation of a legally binding agreement that will make provisions for financing mitigation and adaptation measures.

Saint Lucia’s delegation to the conference, includes:

H.E. June Soomer - Ambassador to Caricom and the OECS.

Mr. Chripin d’Auvergne - Chief Sustainable Development and Environmental Officer.

Mrs. Alma Jean - Sustainable Development and Environment Officer.

Ms. Judith Ephraim - Sustainable Development and Environment Officer.

Mrs. Dawn P. Nathoniel - Sustainable Development and Environment Officer.

Mr. Neil Oculi - Saint Lucian Student studying in the US.

Ms. Tikani Theobalds - St. Lucia National Trust.

Ms. Nycole Joseph - Youth Rep. St. Lucia National Trust & CYEN.

The Government of Saint Lucia has made a deliberate attempt to include a number of youth representatives in the Saint Lucian delegation. This is in recognition of the critical role which young persons must play as future stewards of the world’s environment. Four (4) out of the eight (8) member delegation are youth representatives.
