Friday, January 16, 2009 – The ninth forum of National Telecommunications Regulatory Commissions (NTRC) of the Eastern Caribbean States and ECTEL will be held in Saint Lucia on 22 – 23 of January, 2009, at the Coco Palm Resort.

This forum is convened primarily to examine the legislation governing the operations of the NTRCs and the Eastern Caribbean Telecommunications Authority (ECTEL). Participants from Dominica, Grenada, St. Kitts and Nevis, Saint Lucia and St. Vincent and the Grenadines will discuss the interim report of a consultant on the “Review and Update of Telecommunications Legislation and Treaty for the ECTEL Member States.

The review of the ECTEL regulatory model at this time have come about, among other factors, due to new developments in the telecommunications sector particularly technology convergence and increasing competition in all telecommunications services.

The other topics for discussion at the Forum, are the final recommendation on the cost model for the calculation of costs of telecommunications services, and the institutional framework for the implementation of Universal Service in the ECTEL Member States.

The NTRC/ECTEL Forum is a bi-annual meeting of the staff of ECTEL and the commissioners and staff of NTRCs, where a wide range of issues pertinent to the functioning of the sub-regional telecommunications regulatory authority are examined and discussed.

ECTEL was established in 2000, and today remains the only multi-island telecommunications regulator in the world. The participating countries are Dominica, Grenada, St. Kitts and Nevis, Saint Lucia and St. Vincent and the Grenadines.
