Friday, February 6, 2009 – The Constitutional Reform Commission established by Statutory Instrument 50 of 1994 dated 16th July 2004 invites all civil society organisations including the private sector, labour Unions, Women’s Organisations, Churches and other religious institutions, youth organisations, environmental organisations, health and medical organisations, professional associations and bodies, other groups and individuals to submit to the Commission written memoranda on recommended changes/ amendments to the Constitution of Saint Lucia and to present same in an open forum for public debate.
Each Memorandum should articulate clearly recommendations for change and the rationale for these recommendations with support for these opinions where possible.

The document should be no more than 8 pages long (paper size 8 ½ x 11), in typed print, single spaced, font size 12 in Microsoft Word 1997 – 2003 format. Memoranda may be submitted in hard copy at the office of the Commission at Vigie, Castries or by mail to “Constitutional Reform Commission, Poinsettia Road, Vigie, Saint Lucia P.O. Box CP6446” to reach no later than 6th March 2009. Memoranda may also be submitted in electronic form to conreform@candw.lc or by fax to Fax No. 452 7450 by the close of business on 6th March 2009.

Each organisation or individual submitting a memorandum will be invited to present their submission to the full Commission on the date indicated below in a forum open to members of the public. Each oral presentation should not be more than 15 minutes. Questions will be allowed from the floor at the discretion of the Chairperson of the Commission, Madame Justice Suzie D’Auvergne. Members of the public will have an opportunity to debate the submissions.
 

Time Frames:
The deadline for receipt of the Memoranda is 6th March 2009. Presentations will be made at at the NIC Conference Centre, Government Buildings Waterfront, Castries on, Tuesday March 17th from 10:00am – 5:00pm, Thursday March 19th from 3:00pm – 9:00pm, Friday March 20th from 9:00am – 3:00pm.

Presenters will be informed of the date of their presentations. The Commission will reserve a short period on the last day of presentations for members of the public who wish to make oral submissions on a first come, first serve basis.
