Thursday, September 30, 2004 - Prime Minister Dr Kenny D. Anthony has expressed utter dissatisfaction with the way the Development Control Authority (DCA) functions and has called for its overhaul.


Speaking in the House of Assembly on Tuesday after Tourism Minister Philip J. Pierre unveiled the package of incentives for accommodations for visitors for Cricket World Cup 2007, the Prime Minister said the incentive package was aimed at accommodating and accelerating investment in the construction and expansion of hotels, apartments, guest houses and other places of accommodation for the major cricket event.


But, he said, if they were to be realized in time the time between application and approval or disapproval would have to be much shorter than it takes at present. He said approvals for future projects could not be delayed that long and the DCA would have to change its approach if such investments were to become a reality before the Cricket World Cup.


The Prime Minister said he was “singularly unhappy” with the work of the DCA and recalled that he had already called for its urgent overhaul.


Meanwhile, MP for Micoud North Marius Wilson, commenting during the presentation of the first reading of an amendment to the Physical planning and Development Act, has called on the DCA to consider a petition he said was signed by some 300 Sans Soucis residents complaining about plans to construct a funeral home atop Darling Road, which they considered too close to their vicinity.
 

Mr. Wilson also raised concerns of residents in another part of the area regarding what they regard as noise pollution from nearby church services.
 

In his contribution, Castries East MP Philip J. Pierre called on the appropriate department to take steps to demolish an abandoned private building virtually hanging over the road near the Marian Home. He also urged the authorities to seek to move early to arrest the developments taking shape where the two CDC buildings were demolished on Jeremie Street.
 

Mr. Pierre urged his colleagues that in considering the present and ongoing complaints and the future of the DCA, they should also carefully consider the existence of “layers of responsibility” at the DCA.
 

He said they should distinguish between the DCA’s Board of Directors, as against the staff that takes care of the day to day affairs of the authority.
