Wednesday, March 27, 2002 - St. Lucians will soon see the introduction of new motor vehicle and road traffic legislation. That much was disclosed by the Minister for Communications, Works, Transport and Public Utilities, Honourable Felix Finisterre, today, in his first press conference since assuming office in December 2001.

One of the key provisions of the new legislation is the establishment of parking authorities to address parking in the city circuit. “What form and who will the authorities be, we do not know. Whether it is going to be metered parking (or) voucher parking, we do not know, but we want a legal framework to authorize some one to be able to do so,” Finisterre said.

The proposed Act will also make provision for new number plates for mini-buses and vehicles driven by diplomats. It will also stipulate a significant increase in the fines for persons caught violating traffic laws.

The Minister also spoke on the liberalisation of the telecommunications sector. According to Mr. Finisterre, the freeing up of the sector could bring handsome benefits. He added that based on discussions from recent rounds of negotiations, a drop in Cable and Wireless’ rates is expected.
